If you have a stock or lightly modified car a mail order tune is just fine. Does Ford dynotune every car from the factory? nope...all the cars coming out of the factory get the same tune because they are set up very similarly.
I would go with SCT, it offers the most features and options.
I say SCT. And Mail order is just fine for basic mods as the shops have done enough of them to know what the deal is. Just be sure to get the air fuel checked just to make sure it is ok after.

What do you consider a safe A/F on a blown car? or on an NA car? what do you consider dangerous?

From my understanding (I am not expert), blown cars are considered safe in a 11.0:1 - 12.0:1 A/F trying to keep it in the mid 11s. NA cars, I am not sure about. However, JasonVMP would be a great resource to ask as he is a site sponsor with SCT tuners and does the tuning. They will have all of your answers in my opinion.
