im sure you can, its pretty easy to bolt/unbolt the steering wheel. They make a n FR500 (ford racing) steerling wheel thats a direct replacment if you are just looking for something nice but wish to keep the live saver (air bag)
I wonder if it is actually illegal or if you just have to tell your insurance company so they can raise your rates.

I believe it is illegal unless the car came factory with no air bag.

I forgot to ask, is the adapter just for dress up purposes (Make the setup look nice), or is an adapter NEEDED to actually INSTALL the steering wheel, say if the bolt pattern is different.

my guess is that it will actually be needed, The adaptor will probably use the center bolt to hold it on very tight and the steering wheel will then bolt to the adaptor around the center ring~ thats just what ive seen~ you could get a quick release lol and take it off to keep people from stealing the car.
You will probably get a CEL or air bag light if you undo the airbag though.
