Is there a complication as far as lug size or spacing when puting a set of 05-07 wheels on a 99? Thanks

Yes, the offset is not right. They will probably bolt up, but will stick out too far. Unless I've got it backwards. In which case, they'll either be tucked too far in the fender or possibly won't even clear enough to bolt up.

I believe they are tucked in too far, I saw a car with a set the other day and it just doesn't look right at all.
