I thought about the fact that he could be still bluffing and try to be more secretive in testing. But with fears that China could mess them up worse than anyone at this point could be the deciding factor to his apology. They are more of a threat to NK than we are economically and physically.

The chinese cut off all money transfers into NK. He had to apologize to get his money coming in. Now that he has, he can continue to stall and piss and moan about everything. Then, he will want something else, threaten nukes again, and wait for the pansies to cater to him.
