If it's similar to the tornado, I'd say it doesn't work. I'm not exactly sure what you are referring to however.

I have posted this before but I will again. The reason they even exist goes back to the days of Carburators When fuel and Air were mixed there. Todays fuel injection mixes fuel and air just before it enters the combustion chamber. The spacer could actually promote swirl in the intake with a carb. In a Fuel injection injected engine the swirl will only get the the upper plenum and dissapate never making it to the fuel. This makes it a complete waste of money on a modern car.
So what we have is manufacturers making money on people who dont know or understand how Fuel Infection works and making outrageous claims of their product which is lying and deceit. Manufacturers should be ashame of themselves but instead they have greed and profit that puts a backseat to honesty and integrity.

what the need to do is design small vortex generators on each runner of the intake manifold that swirls the airstream as it passes over the injector for even better fuel atomization. that in tandem with variable runner tuning, any form of variable valve timing (Vtec FTW!), and a nice large displacement motor would be awesome.

The intake tubes are is relatively small and would be pratically useless in creating enough velocity or swirl to promote a measureable amount of increased Atomization. There have been inventions to atomize fuel with ultrasonic waves to disperse fuels to molecular size. Jet aircraft and turbine engine technology are using it now. The cost associated with this for automobiles is costly and there are reliability issues as well. The vibrator portion of the Ultrasonic injector are prone to failure. But since 1986 they have been working on it. By the way Ultrasonic injection provides vastly superior atomization than any known atomization method. Currently Nanoscience and Ceramics are being tested and show promising results. The typical Automobile Gas engine uses only 62% of the fuel in combustion. That is 38% that goes out the exhaust wasted. Ultrasonic injection promises 85-90% efficiency

I thought 62% was from carburated engines I thought it would be better on fuel injected engines?

Fuel Injection is only a few % more efficient over the average small carbs. Now if you are talking about the difference between fuell injectors and huge doubble pumpers then the difference is huge. here are what is really the benefits of fuel injection and the reason car companies when to it exclusively
* Exhaust Emissions
1 Significantly reduced "engine out" or "feedgas" emissions (the chemical products of engine combustion).
2 A reduction in the final tailpipe emissions (≈ 99.9%) resulting from the ability to accurately condition the "feedgas" to make the catalytic converter as effective as possible.
* General Engine Operation
Smoother function during quick throttle transitions.
Engine starting.
Extreme weather operation.
Reduced maintenance interval.
A slight increase in fuel economy.
With the computer metering of Fuel Injection the Catalitic converter can do its job more efficiently reducing polutants. Minute adjustment to a carb while the car is moving is almost non-existent
