I dunno ive met people from small towns that never even seen what weed looked liked or what exactly it was. People from small towns dont know alot cause they just know what their town provides them.
They sheltered themselves from what the real world is. and this right here proves it. Look at how many differ small town places this guy targeted and how many people actually compiled on doing this.
They believed he was the law and its human nature to believe in a cop. yeah obviously WE know this is messed up but not everybody sees it that way hence the amount of times this guy was able to pull this off.
