He went on stage because he knew the media attention it would give. He heckled because its the cool thing to do now.

It is appearing that it was staged...there is some report from the sheriff's office saying it was planned all along as a joke. I am looking for actual news coverage though since the sheriff's office would prolly side with hoss instead of mr. hollywood.
