The offset bushings are for a lowered car. Its a way to control bump steer. You install them instead of the kits that Steeda sells. Rack and pinion installs can get pretty involved. I had to do one in school and it can be a hassle.
Well, you're going to have to drain the power steering pump and lines, after you get it in there get your car aligned because your toe is going to be out with the new tie rod ends. I don't know what you would have to remove to get at the rack on a Mustang but the car i did was a lot, and we had to drop the cradle a little bit then wrestle the thing out. I'm going to be in the library tomorrow here at school and they have factory service manuals so i can look up the procedures for you or even scan them and send them to you if you want.

That would be great actually.
Why what would upgrading to the 99-04 do?
