Windsor cylinder heads, Shelby Cobra?

Hello. I'm new here and don't know the first thing about Ford engines. I'm helping a friend witn no internet connection research some cylinder heads he has purchased.
They fit a Ford Windsor engine. These heads are different in that they have round exhaust ports, with the manifold bolt holes offset above center on the exhaust ports.
My friend is wondering if they were Shelby Cobra heads. The factory casting marks have been ground away in some areas but are still readable. The numbers 289 HP 7H23 L6531 19 68 20 are legible. The number 302 is also on the heads but has been ground away partially. There are several numbers embossed into the heads with lettering punches; that I can't read in the pictures.
My friend would like to know how well these should flow, are they worth anything to sell, and are they from a Shelby Cobra?

The 289 HP heads had screwed in rocker arm studs and will have a hex heat at the base. The heads will also have slots for the push rods. And last, but not least, inside the head, towards the left hand side, over the '289' cast into the head, are TWO dots
From the pics on the site it looks like there the hipo heads I saw a set selling for 1,300.00

Hey thanks for the info - I can see you know these engines inside and out! Will show this info to the owner.
This set of heads came from a running engine however they are not "perfect." There is evidence of a crossfire erosion repair between the 2 center cyliners on one head, and the other has (in the past) dropped an exhaust valve so the cumbustion chamber is dinged and nicked.

And for the other question, no those are not from a Shelby Cobra. They are from the K-Code HiPo 289 offered from 64 1/2-66. In 67, they went to a 320 hp 289.
