The way I would probably wire up my fog lights would be to use a Relay. A relay will allow you to run a wire from the battery straight to the fogs and use another source to turn the relay on/off to turn the fogs on/off.

Wire up the relay somewhere safe, like right beside the battery (a fuse on it as well that is 18 inches away from the battery) and then run the wire to the fog lights. Then for the wire that tells them when to turn on run a the wire that is hot when the parking lights are hot down to the relay. So when ever the parking lights are on the fogs will be.

You can also buy a wiring harness and wire up a switch and such its just more work.

Also it is technically illegal to allow your fog lights to stay on when you turn on your high beams. I'm not sure if you're in a state that has inspections or not. To make it so they turn off with your high beams, run the fog light ground wire to the high beam positive wire.
