What to do when replacing Odometer?

So I got a new gauge cluster for my Jeep that has half the miles on it than the vehicle actually does (73k vs. 148k). What do I do to make sure I am not guilty of fraud? When I installed it, I took dated and time-stamped pictures of the actual mileage vs. the new mileage. If/when I sell the Jeep I will make the buyer aware of the change and state something in the bill of sale that says the buyer knows that the mileage on the odometer is 75,xxx miles off of actual mileage. Is this enough or do I need to hav the new odometer rolled forward? Do I need to tell the state and apply for a mileage exemption for my title?

I know here in Mississippi all you would have to do is when you sell it write that the stated mileage is not the correct mileage and make the buyer aware of the actual mileage if known on the bill of sale.

cant you swap out the actual little odometer reading part?

Its a digital speedometer, and I don't know what in the cluster I would need to swap out and solder in place.

it may be stored in the computer, i know on the 99+ stangs you can swap the little thing over

Well, I took apart both of my clusters today and swapped out the odometer and it didn't change anything. I guess its stored in one of the chips soldered to the PCB, oh well.
