I've been debating on getting pullies or gears for my 99 v6. How much is installation on these and how much hp will I gain.

Generally speaking, the cost of pulleys is $200 + $200 for installation at a good shop...for gears, its about $200 for the gears + $200-300 for installation at a good shop...
pulleys will generally free up about 5-10 HP...
Gears will not give you anymore HP at all...you will have the same amount of power but gears will change your acceleration immensely which means you will be much quicker off the line...I would suggest 3.73's for a standard or 4.10's for an automatic...
Gears are much better investment as far as "bang for the buck" as compared to pulleys...UDP's generally cause other problems down that road, especially if you want to run any type of high amp accessories or if you want to go with a big power adder later (i.e. super/turbo-charger)...
I am quite sure that everyone on here will be in agreement with me when i say that gears will be a much better investment for your car than UDP's will ever be...

lets just put it this way...
you might notice a difference with pullies.
you will most definitely notice a difference with gears.
but as yellowgt said, the pullies will increase HP numbers... the gears just change acceleration. i believe that gears, generally speaking, would be significantly more than pullies though (price wise).

gears = three times the gain but with worse gas milage. pullies give you better mileage and a bit more hp/tq

Not sure with the turbo. But with a S/C you use the stock pulley
Edit : With turbo's you can still use a UDP

is Turbo the best route for the mustang? I was told that a S/C would just spin me through all my gears...

what do you mean spin you through all your gears?
and gears will not neccisarily give you worse gas milage. I actually got a tiny bit better gas milage when i switched to 4.10s. depends on driving style and highway/town, etc.

That is false..you can get a supercharged car to hook as well as any other car...

It is a combination of your tires and open differential. If you add a t-lock and softer tires(drag radials) it helps,then it's down to driving skills learn to slip the clutch find the best RPM to launch at etc.

yeah, i can definitely believe that. it just depends on driving styles. i believe by worse gas mileage they mean that on typical highway cruising your RPMs will be higher at the same speeds (i think like 65+).

yeah, I'm to concerned about gas mileage... hmm, I have another question ... The Best RPMS to launch at? I'm guessing this will be different for every car? DO you guys have any suggestions because I'd LOVE to know what RPM's to launch from. All of my races are from rolling starts...

Launching 05+'s is MUCH MUCH different that launching previous generation Mustang...05's have great launching potential if you can get traction...the problem is that all that potential is much higher up in the rpm curve than previous generation mustangs...
All the guys who turn the low et's of sub 13.5 in stock trim are generally launching up 5000+ rpm...doing that takes a lot of driving skill...i have tried it a few times and i just spin, spin, spin....to reduce spin for a more novice driver, i would suggest somewhere between 2800-3500 rpm...even toward the upper side of that range you will spin quite a bit...
I can launch mine pretty well up around 42-4500 rpm, my problem has always been missing the correct shifting point, especially the 1-2 shift...i would either short shift it or over rev it...
on the stock pirelli's, my quickest 60' was a 2.13 or 2.15 i believe which is pretty quick for a stock setup...but my 1/4-mile time still hasn't gotten below 13.9...but i dont proclaim to be a big drag racer...i prefer auto-x and road racing...

The 3.8 makes its peak torque (225ft/lbs) at around 2500rpm so I think that would probably be a good bet for our cars. GT I belive makes it at slightly higher, but I may be wrong. Its hard to launch an Automatic at that RPM though because the stock stall converter only lets you rev to about 1200rpm before the wheels start to spin so I guess its all trial and error.

i would def go gears over pullies....and the difference in gas is small, it doesn't really make a difference....you wouldn't regret gettin gears

most people say 4.10 for automatic and 3.73 for stick.....either gears are a nice improvement over stock....don't fear the gear
