no power!!

So my firend has a 93gt. it has air filter and true dual straight pipes (no cat or exhaust), stock otherwise.

when in nuetral or park it wont rev over 3200 rpm. and when he power brakes to burn a little rubber the car wont move at all and only revs to 1800 (floored).

Does anyone know why? I told him it just didnt have enough balls, but I want to find out for real.

oh comon, nothing to do with that... you need to do a cylinder pressure test and possibly a leak down test, this motor might not be burning oil or smoking, but its probably got many mechanical problems, down to being completely clogged of carbon even...
