Go to a body shop and pay a few hundred bucks to have it shaved.

3M plastic parts filler/repair kit. fill it, sand it and paint it and hope it doesn't look like shit afterwards

make sure you do it right, the bumper will flex so the filler needs to do the same or it will crack over time.
