won't work... not like he's saying any way. If you use x amount of energy to split the hydrogen and oxygen, you only get x amount of energy back... you don't get x + anything other than 0... If you did, it would violate conservation of energy. In addition, you have a loss of heat on the system, so you actually get a net loss of energy.
You can't take water, and split it, and then produce it all in the same engine and expect a net positive output of energy. The energy output must be 0 in that case. Now, if you took water and split it by photovoltaic cell, and then recombined it, then you get a net gain, because you didn't use the engine's power to split the water. Something is fishy here.
