By idol control actuator im guessing you mean the IAC valve (idle air control)? if not try cleaning that and the mass airflow sensor and see if that helps.

clean the iac valve then randomly spray carb cleaner to check for a vacume leak, itll idle up if it has a leak.

I too, had this problem when I swapped my 5.0 into my 79 Bronco. I had to reset the base idle, then adjust the tps. I got the instructions for this at muscularmustangs.com, and its been fine ever since.

The IAC is located on the throttle Body.....there's 2 bolts that hold it in, an electrical connection and there is a gasket on the other side so try not to lose it. Most Mustang's RPM's hang up a bit when shifting....does it hang for a second and then drop or does it just stay there no matter what?

The RPM highing can be corrected with a tuner .you need to adjust the RPM decay rate ford set it up this way to burn off excess fuel

Take the motor off and spray in brake or carb cleaner....basically you can only spray in, so just try and get everywhere in there and then let it dry out a bit.....the throttle body, spray with TB cleaner or brake cleaner and you can use a tooth brush to scrub the carbon and dirt out. Thats what we so at work atleast
