1,800 to 2,000 RPM idle in neutral

What could be the cause of this? I have already had the coolant sensor changed, the ACT sensor changed along with PCV Valve, PCV valve mesh. Sometime ago i cleaned the IAC and throttle body but this time it didn't work. Could it be that I need a new IAC? Could it be from a small anti-freeze leak from waterpump gasket? 
This is for a factory 1988 Mustang 5.0 GT.

Timing advance should be between 8 and 14, much different from that could cause idle issues
My 89 would 'stick' or 'hang' at 1200-1500 quite often, after replacing the IAC it was fine for about a year then started doing it again... wouldn't hurt to try a new IAC... Idle set screws should be fine... try the idle relearn procedure...

It's at 11 degrees where it has been for many many years before this idle problem came along.

I was thinkin of getting a new IAC as I have already cleaned t his original IAC and throttle body but it didn't help this time. I believe LateModelRestoration sells it for $89.95 and hopefully it is a Ford part.

just pick one up at your local auto-junk parts store. I think thats going to be your best bet, sure sounds as if your IAC/IAB is hanging open... they will be cheaper than 50resto.
can I ask another question though? why is your base timing set at 11?
