Wheel Care?

When i got my ride, it already had the Halibrand Cobra III's on it. The previous owner before me didn't take super care of them. Each has some outer lip scuffs (only noticeable up close) and the deep dish area seem that weather got a hold of them.
I have twice polished them by hand with mothers aluminum polish on a micro fiber pad. I recently bought a mothers power mini ball drill attachment with the same polish and tested this on one wheel. Still it seem that the weathered spots still remain. They do look better but up close you can still tell. Any ideas on shining these puppies up?
Side question; Any one have any sneaky trick to gently remove scuffs? A buddy here at work is trying to convince me to take a very very very fine sand paper to the wheel and it could help with both scuffs and weathered look then polish the shit until it pops. Needless to say I'm skeptical. Any ideas?
Thanks

work your way from 1500 grit to about 3000 grit (1500,1800,2000,2500,3000) in that order and then buff with mothers for the light water spots and light scuffs. for the deep scuffs you can start with 320 grit and work your way down but keep in mind, the rougher the paper you start with, the more scratches you gotta sand out and it helps to move up grit in tiny intervals. also, this should be done by watersanding and not dry sanding. mothers balls are garbage, i use a side grinder with a proportoning valve and a buffer weheel i got from our autobody supply store and turn it about 3K rpm and it polishes great.

Watersanding? Is that just soaking the paper and wheel repetitively as your sanding?

use a trickling water hose or squirt bottle to keep the paper and surface clean.

dont just sand with paper, make SURE you wet sand (works much better) make SURE you step up slow from 1000-3000 in as small increments as you can dont jump huge leaps. After that polish the crap out of them with the buff ball and they should look like new. Make sure before you start that they are not coated with anything and that they are just pure metal that is polishable.
