It may be a bad ball joint, strut mount, or tierod end. All may cause that. I'd Probably lean toward ball joint, but that's just a guess.

I noticed when I was changing my suspension my ball joints had tears in them. Anything I should know about replacing them?

You'll need a ball joint puller to get 'em out, megax.. aside from that pretty straightforward... soak everything with PB blaster for like a day
As for this post..
Not sure if the new ones are set up the same way... but the steering racks in the 94-04 stangs had bolts through the steering rack then through the subframe or control arm (I can't picture it..) with a bar covering the bolt in the hollow part of the frame (like a sleeve) that bar would creak against the frame when the rack would shift.. removing the bolts and lubing everything up would cure the issue for a year or so.. if not permanently...

Those bolts go through the k-member. I can't recall if the new ones are the same way or not. I think that they are, but as long as the steering rack bushings aren't damaged or worn, there shouldn't be much creaking going on. As for popping, if it is the steering rack, I'd say those bolts that hold the rack in place probably have come loose a bit and need to be tightened.
