i have a 90 gt
with:
gt40 heads
e303 cam
70m throttle body
mass air sensor
aluminum radiator
electric fan
24lb injectors
cold air intake
and its only pushing 221hp what do u think could be wrong?

221rwjp I assume, you have to account for the 17.5% for manual and upwards of 22% for an auto to get flywheel power and also remember that a dyno is not 100% accurate, they can vary quite a bit (also based on what type of dyno etc etc)
your car stock is around 170rwhp~ so you picked up 50 with the mods you have ~ guestimate of course.

How much would a tune give me? And I have the stock intake manifold, should I wait to get that to tune it? Or can I tune it now and then...? And what else can I do for hp?

not too bad for what you have but you are still missing some critical mods to balance out your combo. You will need to upgrade intake, and exhaust to allow the head cam combo to flow like it should. What size mass air meter are you running?

well at least you got the TB part right, from here I'd look at something other than factory exhaust alot of power on the table there.
what cold air kit and what mass air? 3" 3.5" 4"?
oh and as they say 221 isn't bad, you'll find probably another 20 or more in the tune.
you don't have a chip, so have you bumped timing a little?
you didn't meantion what intake either, a cobra/gt-40 would do you well.

I do have full exaust I'm sorry. But I don't know what size air flow I have, and I have stock intake.

look at doing an intake swap, find out what meter you are running to make sure it works with your combo and get you a tune. I can help you out with a mail order tune if you like but a dyno tune would be your best option.

any chip is fine really,one of our guys uses a moets chip on the 5.0 cars and it yeilds great results.but i agree with benjy, do the intake first and make sure the mass air and tb work together and are big enough, then do the tune to tie it all together.

torque converter would do good, but wont help on the power side. and ummm...  .....nitrous

see what size the maf and tb are and let me know, make sure the maf is calibrated for 24lb injectors, i have a chip in and i can mail it to you with the tune on it, you just plug it into the back of the computer and its ready to go.
