Adjusting Idle and Timing

What exactly does adjusting the idle (+/-20%) and timing (+10/-40%) on the diablosport tuner do? Is this adjust the idle quality of the car?

the idle will rais eif you up it, the timing can make it run better or worse, depends on the car.
