possible IAC problem? HELP!?

My Fiancee has 00 mustang auto. It got cold and now it won't run. It'll start if you give it lots of gas but won't idle until it's warm, and then it idles at 5-700 RPM. I had this kind of problem with my mustang right after I got it and had it fixed under warrenty.

1. Does anyone have any other ideas or does this sound right?

2. if it does soudn like the air intake controler where is that to replace it.
2b. how much would one be?
