I do not know a way to shorten the actual clutch cable.

How old (miles) is the clutch? Have you ever had to get it replaced?

Could this be a sign of an almost dead clutch?

the clutch pedal should sit a few inches above the brake pedal so 9 inches from the floor sounds about right. i put mine just about even with the brake pedal using a steeda quadrant (there is less expensive ones out there), adj. cable, and a bolt.
