Looks like it could be on a major Ford dealer's lot and a side impact crash test. They are becoming more relevant now and they may have put the crash demo on display to show that it still holds up well.

True, look at the other cars in the second picture. They have the protective wraping still on the bumpers and some of them have busted out headlights.

that's not a test center/dealership at all.. it's a dealership body shop.. why would a bashed up 98 some explorer be there otherwise? most ford dealers have body shops. And, judging by the brand new/freshly delivered/non prepped cars nearby - the detail center isn't far off
the yellow could easily be chalked up to those yellow-painted barriers used to keep people from ramming doors/windows in front of stores... you've seen 'em - its conceiveable to slide sideways into one if you don't know how to control a burnout or a donut.. And if it was simply a side impact test, the front left headlight/fender area would not be messed up, then a stretch with no damage, then the main damage...
