Are dumped exhaust on a mustang legal in north carolina?

I am about to buy a 1996 mustang get but the exhaust is dumped right after the passenger compartment. Will this pass inspection or not. People say no but I don't see why not please help.

No because it's not a full exhaust system. Routing the exhaust like that is silly.

Go to an inspection station and ask them.
