Brought my 83 stang to a shop to get the block redone and they put a 69 block that was getting the same work done, into my 83 by accident. I don't really care, but I've realized one horrible thing... THERE'S NO DIPSTICK! so I need to know if an 83 oil pan fits the 69.

Yes, but as you found out the dip stick is relocated..so the other guy will end up with 2..
The Mustang II uses a rear sump pan..
The other choice is a dual sump oil pan. These are easy to spot because they literally have two sumps, one at the front and another at the rear with a drain plug on each. The front sump is for clearance to the oil pump and the rear sump is the reservoir for the oil. The biggest advantage to the dual sump pans is that the engine may be situated about half an inch lower in the chassis. .
