Im repairing a 1996 mustang, and it wont start, anyone know how to re-set the ani-theft?

I bought this 1996 mustang and i rebuilt/re3placed almost every thing, and some how i activated or deactivated (no clue) the anti theft, any know how to re-set it?

here are the reasons why the PATS may be disabled:

damaged encoded key
unprogrammed key
non-encoded key (key has no electronics)
wiring concern
transceiver concern
passive anti-theft control module concern
J1850 Communications-Network concern
powertrain control module concern

You can disarm the system by:
unlocking a door with the key (turn the key
all the way to the end of travel or the system
may not disarm.
using the UNLOCK button of the remote
entry transmitter
if remaining in the vehicle, turn the ignition
switch to ON or ACC

One thing to check if it turns over but won't start is the fuel cut off switch in the trunk.
