What are the odds of a turbo still being good after it has sat for close to ten years?

Good as in it's good to be bolted on and go? - Probably not.
Good as in it can be easily rebuilt with new bearings and blades if necessary? - very likely if it's a name brand, like Garrett, Precision, etc.

Again, it really depends how the turbo was stored. Are you picking it up from a junk yard and it's experience 10yrs of seasons? Or was it stored in a sealed container with all the parts lubricated?

even if it was like new it would have old tech and wouldnt be worth the time/hassle. No matter if it even looks good that old you would want to rebuild it regardless.
