Well Friday before taking a 200 mile drive for an army even some guy working on the house across the street let his saw blade fly out the machine and hit the bottom of my front bumper which resulted on the picture below... I was already fuming so I called the cops and filed a report.. I ended up settling with the guy for 200 dollars since you can't see it unless you know it's there... Now I went to the auto body shop and the guy is bull****ting me saying it'll cost 600 to fix... I honestly think I could do it myself and will be buying supplies tomorrow... Any ideas... Don't tell me I can't do it myself... The valence I am just sanding down to look fine... The bumper is my predicament ... I am going to try and fix it for under fifty bucks myself... I fixed my curbed rims for under 15 bucks and it looks fine... So any ideas? I got a few of my own but will hold out until finished... Appreciate the help in advance!

How deep is the scratch?

I would say rubbing compound, then a few continually finer polishing compounds until its level and smooth.
Then get some touch up paint.

But that's just my guess. Good luck bro
