Take it apart and try to see what's causing the problem. If not, just go to a junkyard and buy a seatbelt and completely replace it.

It looks like that's what I'm going to have to do. The seat belts seem tight when you're buckled up in them, but they don't want to retract at all. By that, I'm thinking the retractors may just be bad.
