When I'm not pressing the throttle is it suppose to read 7%?

But when I press it down all the way it only goes to 91%

A 7% OT reading is a normal reading for idle.

If your WOT is 91% you may have someone help you visualy check to see if your throttle blade is opening all the way. Most likely your TB is fine and the 91% reading is from a dirty throttle position sensor.

Have you changed the tb, return spring, or cable?
No never changed any of them. My car picks up fine and I see no loss in top speed.

Has a cold air intake on it but a stock tb

91% is optimal for WOT even though it doesnt read 100% it is probly operating at its maximum capacity. Remember these cars have a returnless fuel system so its possible you have a dirty injector the computer is compinsating for as well.

Okay I really appreciate it. I'm trying to pin point why my car is basically stalling and surging when low on gas. I'm basically paranoid now. I don't want a fuel pump but I know something is up

In my experiences when you have a fuel problem that is only effected during a specific fuel level, the problem is generally the fuel pump.

Even when the evap and pressure sensor code is coming on?
