Problem is most non running are rust bucket turds. Probably your best bet would be to find a restoration someone started and can't finish. I would think less than $4k, but the no rust is hard to find. Craigslist is a good place to look, but make sure it's got a proper transferable title. I was looking for a 67 last year and many don't have good titles or they are bill if sale only. If you can't title it, then it's for racing only for the most part. I finally found a running one with some issues for $4,500. Overall it's in pretty good shape.
