I have a 1996 3.8L v6 and the only thing I've done in the engine bay is head gaskets, water pump, power steering, alternator. I have a built transmission and a transmission inner cooler.

I also have a air intake from american muscle.

When ever i start it cold or am driving not full throttle their is a high pitch whine that sound identical to a procharger without a filter. When i go full throttle it stops and then you can hear the deep tone of the air intake.

Ford power steering pumps are known for their noisy operation. They whine when they are brand new. They whine when they are low on fluid. They whine when they are worn out... They are constantly whining!
I have found that they quiet down after they have been used for several thousand miles.

Anyway, I don't know if that is the source of your noise, but it is the first thing that I would check. And all of the belt-driven accessories, tensioner, etc.
