Lower control arm bolts stuck

Any tricks out there to free up the bolts? I'm trying to install my eibach springs. I got the nut off and the bolt to turn but I think the bushing is spinning with the bolt.

I don't have an impact gun to spin it fast. I've been soaking the bolts all day in penetrating oil... I'm stuck. I'd prefer not to cut the bolts if I can avoid it.

Does anyone sell individual bushings and bolts? I'm only going to need two if I cut those ones out. I see kits going for $70. At that rate, I'd sooner buy new lower control arms
